Create a New Local User Account without Security Questions (Windows 10)

So, some of you probably get annoyed that you are required to add security questions to a new local account on Windows 10. Something like this:

Welcome to Useless Tech Guides!

You’re probably wondering why this exists. Well, have you ever wanted to learn how to do something that has almost no practical use but would still be cool to know? No? Oh, well, you can still find that stuff here anyway.

If you want to learn something that you can’t find here, let me know. I’ll try my best to figure out how to do it and make a post about it.
